District Advancement Committee


The Advancement Committee performs Several functions related to Advancement programs.

Cub Scouts: The Committee reviews advancement reports watching to see that the boys in the units are advancing and are receiving their awards promptly.

Boy Scouts: The major work of the committee deals with Boy Scouts.

  • They recruit and approve all applications for Merit Badge Counselors. They also distribute a list of MBC's to all Scoutmasters in the District.
  • Note: Effective 11/05/2003 and until further notice the Committee will not accept a MBC application without a BSA Leader Application. The adult application for MBC must be code "42" and there is no registration fee for MBC's.
  • Note: Effective 08/01/2008 all troop advancement reports (with Merit Badges completed) must have a merit badge counselor listed or the form will not be accepted at the Council Service Center
  • They approve all Eagle Project applications and assign a committee member to review the work of the Eagle candidate.
  • As of January 1, 2005 we now require a paper showing that the scout’s eagle service project was reported on the "Good Turn for America" national web site. Boards are not to be held until the service project has been recorded. This means the completed project must be presented back to the unit leader designated to record these hours and the receipt printed and included in the completed project packet.
  • As of May 1, 2008 requirement #5 on the Eagle application requires the boy to list the name of his project and the number of hours spent on it. This is in addition to the Good Turn for America.
  • In coordination with the Unit Committee, they schedule and hold the Eagle Board of Review for each Eagle Candidate in the District.
  • They also attend Eagle Courts of Honor.

Annually, they hold an Advancement Training Day for Unit Advancement Chairmen. The advancement training is generally given on the 3rd Saturday of March from 8:30 to 12:00 at the Rotary Building.

(Please note that the Advancement Committee meets to review and assign projects to the members on the night BEFORE Round/tables, i.e. District Committee meeting night (1st Wednesday each month except July or Holidays). So, if you're running short on time, you need to make arrangements with the committee.)
The completed project workbook and materials must be delivered to the GWRC office in Warren in a sealed envelope. The office asks that you not use 3-ring style notebooks as stuff can fall out of these and they take more space than the folders. PS: I would hand deliver it and get a receipt from them.
